Because in coastal areas, a lot of people have battery powered televisions for use on the beach. Also a lot of RVers have them. Beyond that, informing the general public is a good idea because many of those who are trapped in the area but have cell phone service could get the info from their friends/relatives even if they haven't been rescued yet.

So, yes, it does accomplish some good and will certainly do no harm. These are things everyone should know anyway. You never know when it's going to be your turn to live without modern necessities.
