I would think they would build a gate on one side first then build a wall from the other side to the open gate. When you are done, you close the gate.

You can not close a gate on that much moving water - unless it was a structure made for that purpose like a dam. They don't have time to build that kind of a dam and they can not get trucks in their if they could. There is not dry land to work on or from.
