the looters were trying to break in and had gathered outside the facility.

They sound like vultures waiting for the prey to die .... I say shoot the bastards if they try to come in, I understand their entitlement ideology makes them think it is okay to loot stores but looting hospitals is a different story, these creatures are no longer human and need to be dealt with as if dealing with an wild and uncontrolled animal.

How about euthanasia? Trouble is, that hospital doesn't have dart guns...but they could improvise.
