I'd give this another day, and people will take the law into their own hands.

Perhaps what they mean by cannot respond is that due to the floods, the NG is devoting all their resources to trying to save lives. They may have a triage system in place with priority going to folks who are in the most danger.

I fear there will be many more horror stories like this as the truth about what is happening in these devastated areas becomes clear.
