I'm SURE That is what they have in mind, as well as University Campuses, etc, but you are talking about a HUGE logistical task, that will take WEEKS to implement...
48 hours in, and they STILL have just over 100 small boats doing rescues, and I'm betting they are having fuel and mechanical issues with even those...
