If these people are trapped and they are taking necessary supplies like food, diapers, water, I am sure we can all understand. If they are ripping off beer I'd actually allow the beer as well-- at least that would be pure for drinking.

I'd actually allow the beer as well-- at least that would be pure for drinking. Alcoholic beverages have a dehydrating effect.
