Umm.. What LP dam are you talking about? The lake free flows into the ocean - I've checked the sat images - there's no dam between the lake and the ocean. If you're talking about the barriers between the city and the lake, the lake is presently above 'sea level' and is the major cause of the flooding in New Orleans at the moment.
