How can we start a "What is To Be Done" thread?

The scale of this disaster is amazing, there are so many problems: Evacuation, Refugee Housing, Food & Water, Medical, Civil Engineering, Transportation, Alternate Export Routing, the Political Crisis which will develop, etc.

It is clearly beyond the capacity of the Louisiana government - but probably not beyond FR.

Well said.

I'm so tied of the discussion about who did what wrong.

First action: get the people out.
Second action: Blow LP dam to drain most of the city.
Third action: get pumps going to finish draining city.
Four action: repair levees
Fifth action: have a big meeting to discuss what to do next.

Millington and DC are scrambling on behalf of the Navy. From the www.news.navy.mil website:

Special Notice
Navy leadership is sincerely concerned for our Sailors and their family members in the areas affected by Hurricane Katrina. In light of the communication difficulties created by the hurricane, BUPERS has set up a 24 hour helpline for both Sailors and families to call for information regarding their loved ones.

The number is 1-877-414-5358

This line will be staffed 24 hours by active duty Navy volunteers and will have connectivity with Navy, FEMA and other government agencies. They will try their very best to answer questions regarding the status of Navy family members, but please be aware that communication in the region is still inconsistent.

PLEASE only call this if you are an affected Navy member or family member. This line is being run by some very stretched folks at Millington next to Memphis, and they are having to deal with the messes at Pascagoula and Gulfport ((the main East Coast Seabee base)), to say nothing of the support activities in the New Orleans area.
