Some of these decisions go back to the direct aftermath of Hurricane Betsy, and thus to Schiro's and Moon Landrieu's administration. Yes, agreed. Like I said, Nagin had no good choices. He also knew the city would turn on itself if he ordered it evacuated and he also knew he'd catch heat for that if the storm turned. So, his only choice was to pray for it to turn. It didn't work out.
