I think they should fine the people that had to be rescued, and HAD the ability to evacuate on Saturday and Sunday. So far more than 700 people have been rescued. It may be several thousand when it's all said and done. I feel bad about those that have died, although it seems they have died in vain. Maybe people will start taking evacuation notices a little more serious next time around.

I think Katrina has already gave them their "fine" - they no longer have a home, any personal belongings - maybe even "fined" with the death of a relative or they no longer have a job.
