I am struck with this being a rescue operation now. I don't believe NO will ever be the city it was. I don't think it will be rebuilt. This is like Pompeii.

No doubt. Say what you will about her, NO is probably her heart and soul, and now it's devastated beyond anything she could have imagined. It is a funeral.
Perhaps because she's remembering that SHE didn't do anything to prevent this.
