I completely agree with you...they ARE scum. Anyone who does these kinds of things are scum.

Shoes, more than one pair even, can be survival items in a case like this. The mud and water suck them off your feet or cause them to fall apart. Houses? Whatever it takes. Survival comes first. Don't worry about the rest. Darwin's law will take care of most who are stealing anything other than survival gear.
