Oh, sorry....can't figure out why they would put up an ALERT for 9 INCHES when most of the city is under FEET of water, though. Because the condition of the French Quarter seems to be the media's measuring stick for how well New Orleans survived Katrina. If it's OK, they reason, the hurricane wasn't that bad.
