You're right. What was important yesterday seems light years away.
These people are risking their lives looting. That and the fact of the dire circumstances they are in is punishment in itself I figure. As far as food goes, in a flooding situation such as this, most food wouldn't be able to be resold anyway and would be thrown out by the grocers.
