Chinagate was breathing down their necks.
Remember, the reason the Clintons told Gorelick to erect "the wall" in the first place was to stymie investigations into their criminal foreign campaign money schemes. There were probably other reasons as well.

It would probably have been someone in the DOD that had the records destroyed. I sure hope it was before Bush was elected!

If the dots were ever connected during the Clinton administration he'd have to go to war - a real war with boots on the ground. In order to avoid this Clinton treated all terrorism as a law enforcement effort as not to have to invade hostile states that aided Al Queda.

That's right- I forgot about the nuclear secrets for campaign money. The wall would have effectively insulated them from CIA info.
