Misdemeanor for what? Were the charges simply removing documents? If so, did anyone bother to ask him what documents these were?

Yeah. He says he was just looking through documents to remind him of the past so he'd be able to answer the 9/11 commission questions correctly. He said he just "borrowed some" and put them back. He also said, because he brought back less than he took, that he was just destroying "copies."
He was charged for making that "little mistake".

Brought back less than he took? They should have started asking the tough questions. How suspect. If one is going to bother returning them, why just return a portion of them?
