This was certainly true when we lived there. It didn't take a lot of rain before we almost needed a pirogue to get where we needed to go!
Am I completely off base to say that at some point, you give money to all the residents to relocate, you take all of value that you can carry, and you break the remaining dykes and let the water reach it's natural level.
