Yes, have you ever seen a "big box" type building get hit by a windstorm BEFORE they get the roof on? The walls just fall over because there is no bracing to resist the force of the wind. The need for bracing would probably be lessened due to the circular design of the wall enclosure. With the roof gone, the tops of the walls and the "upper deck" would probably be the next to go.
Big "box" stores are nothing more than concrete block or steel walls, with a truss span roof... They aren't stadiums, but minimalistic structures to offer the maximum amount of covered sq ft for the lowest possible cost.
