Shep sounds pretty upset. Perhaps he is having second thoughts over HIS decision to go down there.
According to the mayor they're going to be getting the waiting people into the floor of the Superdome, and process them from there, getting them out of the weather. A lot of good wet clothes and sleeping bags are going to do them if they have to stand out there in the rain waiting to be processed. So that's some good news, at least.
