What did I miss about fires?

I asked if oil and gas residue on top of the water in the City could catch fire...As usual, there is a difference of opinion, LOL.

Shep was just saying that they were telling them to be prepared in case of fires, carry a fire extinguisher, etc.

And I didn't understand why fires would be a hazard, but lots of folks have answered that question for me.
