Platforms and rigs shut in drilling and production on the sea floor. Drilling rigs disconnect from the BOP's and most floaters will head for harbor. Production platforms and jackups take what precautions they can and then remove all personnel. Some will in fact collapse but that does not mean they were not secured as best they could be. You damn sure can't move them.
Don't they just shut the well blowout valves and flush the pipes? The blowout valves are usually on the sea floor, right?
That way a well platofrm that gets damaged, won't spill oil.
