I get your point. But as I said, amny are Quebeckers, and almost all are seniors who live there for 5-6 months. I agree a lot of us tend to be cheap, because they tax the h#** put of us.
I detest painting with the broad brush, but the waitress I talked to had a point. She said "If they can afford to live down here for 3 or 4 months, they can afford to tip".
Interesting take, given that there is no tipping in Europe. On my first trip to Germany as an adult (no parents) I was chased down the street by a waitress who returned my tip, thinking I had left my money by mistake.
My experience was in France. But it is a Continental practice to add the surcharge. It's a given in many places, and not posted. Maybe you just didn't notice it?
