Shiites offer compromise on constitution

BAGHDAD, Iraq - Shiite negotiators have proposed a compromise to the Sunnis and Kurds to break the impasse over the new constitution and called it a final offer, a member of the Shiite committee said Friday.

"We have given the latest draft and we hope they respond today," Abbas al-Bayati told The Associated Press. "We cannot offer more than that" concerning federalism and efforts to remove top members of Saddam Hussein's Baath Party from government and political posts.

He said the Shiites had proposed that the parliament that will be elected in December should be given the right to issue a law on the mechanism of implementing federalism. He gave no further details.

On the issue of purging members of Saddam Hussein's Sunni-dominated Baath Party from government jobs and political life, he said it will be up to the next parliament to set a timetable for the work of the Supreme National Commission for de-Baathification. That would presumably involve how long the commission would operate.

Al-Bayati said President Bush telephoned Shiite leader Abdul-Aziz al-Hakim on Thursday and urged "consensus" on the draft constitution.

This is wonderful news. Who would have thought the word "compromise" would be even added to the Arabic dictionary or mind-set, much less introduced to develop a Constitution.

I would dare say that when We The People developed our Constitution there were similar disagreements, arugments, walk-outs and compromises. Well, we are still here today, the Good Old USA and we are still disagreeing, arguing, walking out of meetings and compromising. More Americans were killed in the Civil War than any other war! AND they were ALL AMERICANS!

The Ani-War crowd needs a History lesson, IMHO, on how democracies are created.

GO IRAQ AND BECOME A COUNTRY THAT EVERYONE ELSE IN THE WORLD SAYS YOU CANNOT DO! WHAT SWEET SUCCESS THAT WILL BE.

I am currently reading a book published in 1937 on our own Constitution. This book should be required reading for every school child. In the beginning of our own - most all states were against "Federalism" Were it not for the leadership of some very fine men, this country could have
had kaos develop. And the states were mainly concerned over their own economic interests. It is very hard to do what they are attempting to do. People in the liberal press are too impatient, want overnight success and are are too eager to look for a failure to hang around GWB.

One more thing that this book has taught me is that people like Dianne Feinstein make a mockery of the Consitution.
She has no understanding of the separation of powers.
Supreme Court nominations are not subject to the kinds of
pre screening that she is advocating.

When it comes to commerce Arabs are good "negotiators" and "compromisers". Hopefully they can apply some of these skills in politics.
