Absolutely. It shows a man who is tremendously out of touch with reality, and so cloistered with people who think like him he doesn't understand the import of his words on others.
It's reasonable to discuss something like this in private as one alternative to dealing with a problem. I don't support the idea because I think it would backfire, but I can see it being discussed. But to say it publicly is sheer stupidity. The only effect of his statement will be to make such an action even less likely. So if he really thought it was a good idea, he should have kept his yap shut.
