Tiger also played in much better conditions than the leaders did on Sunday. If he had played later in the day he may well have won, but he almost certainly wouldn't have scored a 68 on Sunday.

That may well be. It's hard to measure contingencies like that. What was the more important factor? Tiger finishing an hour and a half ahead of the other leaders or this morning's players getting to rest and start over on a more benign course? That's impossible to measure. However, while the leaders were backing up yesterday, Tiger's 68 was the 3rd best score - and a lot of players finished before he did.
