I think you're spot on.
Able Danger might as well have been "Howdie Doodie" to Berger.
Gorelick was the document gatekeeper.

IIRC, he made a few trips to the National Archives before the staff got suspicious about whether he was returning everything, and then they marked what they gave him so they could check.
