It had been higher than that, in 1964 Goldwater got 38% of the national vote. The base of the party is conservative, but they get sold out by the RINO's at the top. In 1964 the RINO's went for LBJ.

Recently, I've seen estimates as high as 35%. From my own research and contacts, I tend to believe it's somewhere between 30% - 35%, but I don't think anyone has hard figures.
In any event, it's more than enough for the RNC to worry about when you're trying to replace the conservative base with a ragtag collection of new recruits culled from GOP hispandering efforts and other GOP Big Tent "y'all come" initiatives.
