"I have seen cognitively-challenged owners laugh when their dog starts harassing someone. There is a sadistic impulse in at least SOME of the owners..."

No doubt. We have some in our neighborhood who own mastiffs, rotts, pit bull. A LOT of dog owners let their dogs run around without a leash in residential neighborhoods.

There is one obvious solution - an armed citizenry trained to use firearms. Anyone witnessing a vicious animal attacking a human child could then quickly administer the necessary flash of lead and end this ridiculous nonsense. Not to jest over this deplorable tragedy but had someone nearby been packing a .45 in a holster, it's possible the death of the child could have been prevented.

There may be a VERY GOOD pro-NRA "right to bear arms" argument here. Any county or municipality that has white-trash or urban drug dealer retards that let these vicious animals run around loose should allow its citizens to carry loaded handguns prepared for the self-defense of HUMAN Americans.

EVery single dog(that isn't a tiny non-lethal dog) that is seen off its leash should be shot on sight. I'm POSITIVE in exurb and suburbs that there are leash laws.

The tiny dogs off leash get one warning to the owner, then they suffer the same fate.
