Bush adhered to the practice started under Reagan, to give advance notice of his intentions -- so that Congress could take action, by voting down his nominee. Bush gave his notice; Congress did not act; Bush made the recess appointment.
It's not that Bush is so brilliant. The minority is having trouble accepting reality. They want to believe they still are in charge.
One more lesson. Oh, the learning curve!

Bush had refused to give up on Bolton even though the Senate had voted twice to sustain a filibuster against his nominee. Uh no, a select few on a committee held up the nomination. He never came before a senate vote, in which he would have passed.
The media is lying again.

Senate circumvents Constitution, uses filibuster to make sure votes don't count when the Republicans will win.
