I watched the entire Discovery channel return to flight a few weeks ago and I don't recall them mentioning a formulation change for the foam once.

The foam was changed in 1997 because of freon regulations and (I believe) a lawsuit by environmental groups concerned about the potential environmental impact once the tank splashed down in the Pacific/Indian Ocean.
