That was not Sentor Shelby's reasoning. He says Amy was put on the missing persons list because she was on a US based cruise ship and Natalee was not placed on it because she was out of US jurisdiction.
My question is this...why was Amy considered within US jurisdiction if all cruise ships are not registered in the US? Since the point of not registering in the US is to keep the cruise ships outside of US jurisdiction. How does being based within the US cause the US laws to kick in? My understanding is that where the cruise ship is based does not matter, especially once they leave their US based port.
Another words, taking a cruise on any US based cruise ship is considered as being outside of the US and US laws because none of the cruise ships are registered in the US.
