The PROBLEM is that many Muslim men have no sense of personal responsabilty and little to no self-control.
They are NOT gentlemen to our way of thinking. They can't be trusted around women, and they don't trust their male friends either.
They put the entire burden of decency on the women, and pin ALL of their "honor" into whether or not she remains completly covered.
If she shows too much ankle getting in or out of a cae, she needs beating, because the males just cannot stand the temptation.
