I'm going to go out on a limb here and...oh...just take a wild guess that maybe Rowling watched Bedknobs and Broomsticks, Bewitched, or Bell, Book, and Candle when she was younger. Along with heavy doses of Dr. Who.

FWIW, the background "otherworld" in Sabrina the Teenaged Witch is very similar to the set-up in Bewitched. Hell, in both the muggles ... err ... normals are referred to as "mortals."
