This reminds me of the scene in one of the Pink Panther movies where Clouseau is giving the man on the sidewalk a ticket for not having a license for his pet monkey while a gang of bandits is robbing the bank behind him, totally unnoticed by him b/c he's so rapt with busting the guy for not having a pet monkey license.
Chief Inspector Dreyfus: "The blind man was a lookout!"
Clouseau: "How can a blind man be a lookout?"
CID: "How can an idiot be a policeman?!
C: "Simple, enlist."
