Just a little brain storm.

If I remember right, it takes a set length of wiring before the EMP really takes effect. Would some smaller electronics survive it better? It has been awhile since I had to do that math, and I can't remember how.

That certainly is part of the puzzle. In general, good design practices try to minimize run lengths between terminations and to avoid non terminated stubs as much as possible - simply for noise control alone it's the right thing to do.
