The Reid amendment (which was raised first) specifies that any govenrment employee who 'outs' or 'HAS outted' a covert CIA agent will lose their security clearence.
The Frist amendment then said that any office-holder who discloses classified FBI info (guess who) will lose theirs as well.
McCain votes 'no'.
