It already did(9/11), and will happen again probably sometime soon given the fact that they like to wait a few years between operations.
Actually, it started (at a bare minimum) in 1993 with the first WTC bombing. (Of course, WJC had things totally under control so there was nothing to worry about. Yeah, right. Do I even need a '/sarcasm' tag?)
