They aren't confused; they committed themselves to the "Bush tried to 'punish' Wilson by 'outing' his wife" story-line on Day 1, and they aren't going to let any facts get in the way of that. They've systematically ignored every contrary fact that's come out, and have continued to rely on unfounded accusations to try Rove in the court of public opinion. And it has failed, and will fail, unless some real evidence of wrong-doing finally comes out.

Meanwhile, the media almost totally ignored the Sandy Berger case, where there was an admission of stealing and destroying classified documents. That story vanished into history faster than the foam settles on a glass of beer.
