The power surge story was misinformation--either intentional or just a result of confusion (I suppose LEOs will always try to downplay attacks initially to limit panic).

Perhaps the explosions caused a power surge, and that would have been the first thing that was noticed.

Could be. Still, another possibility is the bombs caused short-circuits, etc., causing a subway power surge. The power company then confused cause and effect. We'll know in time. Still, it doesn't seem to matter much now.

Not only that, but terrorist groups seem to like to take credit for what they did. Better to downplay it as something else and make the terrorist claim the act, rather than say we think it is terrorism and have the guilty terrorists claim that they are innocent and that we (the world) are just blaming it on them. jmo
