No they don't- I used to work for one. We very rarely dealt with a federal constitutional issue. Tort cases, criminal cases, that kind of thing was our bread and butter.

One caveat- we did deal with constitutional issues in the criminal context- 4th amendment issues, that kind of thing.

But there's a wide range of federal constitutional issues which have nothing to do with criminal law. And we very, very rarely dealt with those.

You must have worked for a backwater court somewhere. Many of Janice Brown's key most celebrated opinions (or dissents) on the California Supreme Court involve issues of Federal Constitutional rights (First Amendment and Fifth Amendment in particular) in addition to matters of state law. You really ought to learn a bit more about law before trying to pass yourself off as some kind of authority.
