In my father's Navy (MMC, USN; '39-'60), matters like this were taken care of when the CO & XO granted "Dungaree Liberty". I'm sure the Army had something like it too.
Protesters in '70 and '71 (and other years) were protected from vets by SPs and MPs and got away with behavior that today would result in assault charges. But the cops turned a blind eye.
Bring back "Dungaree Liberty".
