Silly, there's not a soul among them who thinks that someone who gets himself twisted enough on some substance to wreak damage on the public should escape the responsibility for having done so. But the proper blame goes to the person, not to the drug.

It will not really do much good for the man who was killed or his family that this guy is "held accountable".
Yes, the guilty man in the story must be held accountable, but do you really think the threat of consequences would have prevented him from doing what he did? There already were and are consequences.
The idea that someone can do drugs and no one will get hurt is the kind of deception that is part of drug addiction. Drug addicts leave a wake of destruction in their paths, then go merrily on their way.
Drugs like meth need to be illegal to produce, sell, use, distribute and POSSESS. This is the only thing that will keep responsible citizens (who do not use drugs) safe.
