I am quite well rounded in personal self responsiblity to include, being in a leadership position. If a life can be saved or an accident prevented, yes by all means.
Being Captain of a cruise ship, you can delegate duties of safety/accident prevention through your subordinates on your ship. Responsiblity cannot be delegated, but duties can. Some things like a determined suicide may not be prevented, but it would be a shame/disgrace not to try.
Somehow I think you may be unfamiliar with sound leadership principles as it applies to those in charge of a cruise ship.
