At the risk of being flamed isn't this a States Rights issue? Why should the Fed tell states about their Econ. Dvlp. procedures?
The 14th Amend was added to prevent the States from trampling on the rights of it's citizens. In particular, citizens with a minority status. In these eminent domain takeover cases, there is little, or no motivation for others to side with the pillaged.
