basically do this during the 1800's to build the railroads?

Public use and utilities were the precedent before. Now, they can tear down your house to put up a strip mall.

basically do this during the 1800's to build the railroads? No, I think the land given to the railroads was land that was already owned by the Feds, from the Louisiana Purchase.
