is this policy going to apply to all uninsured persons whether they pay their hospital bills or not?

doesn't sound like it to me:

the state could recoup the medical costs in several ways...

I'm guessing it only applies if there's an unpaid bill.

It for the most part doesn't sound like it to me, either. But then why would the state be diverting money to personal accounts, instead of toward paying off the bills?
