If just 5 people in your church could set policy for the entire church, would you blame the pastor and church as a whole for the actions of those 5 people?
Yes. The Pastor should have removed those 5 bad people from influence.
Luckily I'm Catholic, so I don't have to worry about "dissident church members". Excommunication is a practice that needs to come back in vogue.

Yes. Because the priest or pastor could expel those five members once their actions became odious. If the priest chose not to do so, I would hold him and the church culpable for failing to use the authority to expel and discipline. Republicans are not free agents. They are members of a caucus, and subject to discipline by the caucus, including explusion. There is no need for the caucus to make an example out of them ALL either. Make an example out of one, to "encourage" the others, and there is less likelihood of rebellion next time.
