United States laws are for the protection of United States citizens. If these laws are to be interpreted as laws for "anyone" then sovereignty no longer exists.
The Fourteenth Amendment reads in part as follows:
"No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. "
Non citizens have to be given the same protections of the law as citizens. That's the Constitution. What don't you understand about the Constitution?
