Yes, you are correct in your generality. The hmongs like were are the new immigrants and they will get their due share of stereotypes (Eating the neighborhood dogs/cat...sounds familiar), just like the Irish and Polish got their's.
Mature adults will know how to express their concerns (slow to speak, slow to shed blood and willing to listen) and little immature kids will always yell out flippant racial slurs and stereotypes. Racial tensions are always expected when different cultures/races congregate...the real leaders will tell all the kids to be good or be spanked.
