San Francisco: Mayor proposing preschool for all

Mayor Gavin Newsom announced Wednesday the start of a universal preschool program to make early education available to every 4-year-old in the city regardless of income.

Newsom included $3.3 million in his budget proposal for fiscal year 2005- 06 to send about 1,000 children to public preschools next year in four neighborhoods: Visitation Valley, Excelsior, Mission and Hunters Point.

He plans to expand the program throughout the city within five years. Proposition H, a measure passed by voters last year, calls for increasing city support for public schools until it reaches $60 million annually.

The proposed funding for the fiscal year starting July 1 would pay for four new preschool classrooms, teacher training and other costs. There is no tuition fee to attend public preschool now, but to get a child in families must earn less than $35,000 a year.

Details about how to enroll will be announced in early July.

There's a major exodus of families out of the city so this shouldn't cost much as there won't be many kids left there soon anyway.

Zell did this with the Lottery fund and it is a great program and it helps with not using up the first year of school learning how to sit down, be still, listen and have a routine. Sadly, alot of inner city kids especially, are just let run from daylight to dark. The thing I liked about what Zell did is that he didn't take it from the taxpayers.

Re Inner City kids,,, give me a break! More outer city kids have moms that are MIA.

Give the libs a chance to mandate putting 4 year olds in
uniforms - all singing "Look for the Union Label", and
it's like visiting China - see the pix from NoKorea. Shame on parents who trade their kids childhood for a job to get a bigger house or new car. By the time the kids are in first grade, they have learned how to manipulate without ever the fear of a spanking. Oh horrors, capitol punishment - do it for the 'sake of the children'.

Someplace I read that 70% of Frisco's residents were unamrried (and because they were gay), so you're right. Not too many families there.

Ooops ...let me correct that!

I think he's on to something here. "Preschool for ALL" would be great. On the city's dime, I could spend my day napping, coloring, eating healthy snacks, and playing on the playground. Beats heck out of what I'm doing for a living now...

That's a misleading title. It says that he's proposing that preschool be made available to all, but then you read the article and it says that preschool would only be available to 4-year olds.

Norm, I seem to recall that this init H led many families in SF with children in K-12 to believe the funds would be used for K-12. Preschool isn't usually considered PUBLIC EDUCATION, and because it is optional. Of course, I know you know, CA Dems have for years and years been trying to MAKE PRESCHOOL MANDATORY. Enter, voila! Gavin Newsome. Now pre-school, as SF is "defining it" is... "pub ed". And only for 4 years olds....
